Decent runner build (normal mode)
I'd just like opinions on this. Haven't tried in hard mode, but i assume it won't be up to par.

Obsidian flesh
Dwarven stability
Dodge
Zojun's haste
Troll unguent
YMLAD

12ish expertise
12ish nature survival
12ish earth magic
(I have random eq with random runes)
Save obsidian flesh before running into a group - with it active, you can pretty much run right through the group and they won't chase you far. Downside is, you must wait to regain energy and you must also be able to find a free spot .. i.e. there can't be a continous strain of enemies. But often there aren't ^^

It may work with energy management such as storm chaser, but otherwise it seems a bit awkward. And since obby flesh is the only ele skill you're using, I'd probably replace it with shadow form and use the shadow form runner build.

If you insist on running Obsidian Flesh despite its energy problems, I'd say add Storm Chaser to one of your free slots... If you run into a mob of casters, a few of them are bound to have some elemental weapon that might just feed you some energy.
Also, OF won't be maintainable, so you'll probably find yourself sitting in a corner waiting for it to recharge so you can pass a mob with snare hexes/spells. You could add Glyph of Swiftness, but it won't be enough, and you'd be splitting your Attribute pts even more.
Ditch YMLaD, snaring one enemy wont help you at all from a group. Put IAU in its place to combat cripple+kd. Plus, considering your energy problems 10e for a one enemy snare is pretty heavy.
Troll unguent is a slow heal, but considering you want to go R/E, I don't think you have many options.
Practically no one runs in HM anyways, unless its for kicks, so don't worry there. I'm no expert on ranger running, so I'll leave the experts to give you more ideas :P
R/A with SF is much more practical, but if you hate running what other people do, I feel your pain

Caw521: That is a good suggestion about storm chaser. I will also look into shadow form builds to learn what that is.

Bladed tribble: I've been thinking about getting a sup earth magic rune which will boost it with a few extra seconds, and then either some 20% enchanting sword hilt, or bow grip.. I'm not familiar with eles, so glyph of swiftness is maybe a decent choice. Maybe also some energy lessening glyph is availible.
I understand that ymlad may not seem substantial but i've found it to save my skin a few times, maybe from a profession with crippling mod that's coming too close. But i see your point, surely another skill may be more useful.
Activating troll unguent just before running past a mob may save your skin.
Exactly that I'm always trying out stuff myself, but also listen if what i find out is pretty much useless.

perma shadow form, dodge*2 +stablility, I am unstoppable, some regen (not trolls) should let you run pretty much everywhere any mode.

My ranger's runner build is this (R/A):
12+1+1 Expertise
12 Shadow Arts
Shadow Form
Dark Escape
Dash
I am unstoppable!
Dwarven Stability
Death's Charge
Heart of Shadow
Shadow Sanctuary
Imo, R/A is better than R/E, because Shadow Form doesn't kill energy like Obsidian Flesh does. Plus, with /A you can take Death's Charge and many other shadow steps which are really useful if you get stuck. Dash in combination with Dwarven Stability can give you up to 6 seconds of 50% IMS which is great, and Dark Escape offers good damage reduction and a speed boost. Shadow Sanctuary gives up to 10 health regeneration and +40 armor (that's 50% physical/elemental damage reduction), a real life saver in emergency situations. If you feel like keeping up SF forever, Deadly Paradox can replace Heart of Shadow.

You can't use a sup earth magic rune on your ranger, profession specific runes can only be used (to any effect) if it is of your primary profession. Meaning that if you put a sup earth magic on your ranger's armor, it won't do anything (maybe it will still give health penalty?) when it comes to affecting your attribute level. 12 Earth Magic is as high as you can go as an ele secondary (aside from +1/20% mods).
Deadly Addiction's build seems pretty effective as far as I can tell, maybe you can start with that and tweak it to your preference?
